Why not four party talks? Jordan, Syria, UK, and France?

What cameras show… happening in Syria today, is heartbreaking [especially violence against children, due to the civil war there, according to US media.]
Syria has a history of Syrian Army military courage and military strength, that the USA and Europe correctly both embraced. (Very recently cites the sources): 1. Can we count on this course continuing? There was a time, where financial aid was provided to the country after the second gulf war, 1991. And, the regime put down the so-called Muslim Brotherhood more recently as well – known by many to be an extremist and dangerous gang.]
We should all feel a sense of empathy today, and responsibility for our hand in exacerbating the feuding that has been at an enduring boiling point between the legitimate state government and the rebels financed. [See my July 4th, 2017 post briefly explaining the policy of the USA toward Syria’s government in the 1950’s, with brief analysis also about how the Syrian regime unfortunately engaged in wars against some of our friend nations].
Countries outside of Syria are fueling fatal oppositions within it. I have referenced a few information sources to try and undercover for myself, the complex nature – just why have rebels in the country not all been exiled from the civilian neighborhoods? Why is it that the most stubborn rebels are not extricated and relocated elsewhere on the Arab peninsula [exiled]? My country’s government among other, is accused of funding rebel forces today… which I find to be extremely meddlesome and intrusive action. [I wonder], how many of these rebels willing to die, are there really? Now that we have rebels continuing their fighting, innocents have been dying in the cross-hairs [children] and horrible acts of war from all sides, [children] only to be encouraged to grow to become terrorists themselves one day out of vengeance… if we foster rebel forces and allow that to happen.
It is my suggestion, that certain countries [together] enforce and offer rebels a choice: exile to other middle east regions, lest they continue to die. Would the US government tolerate armed rebels in its own borders? Of course not. [We don’t]. Assad sees this no differently in his country as president.
France and England have histories of involvement in some of these gulf nations, with success. The French “built” the Syrian Army decades ago – this warrants study. Perhaps they have the better experience [insight] in this [matter and conflict] than the USA, all of Europe, or Russia?
Jordan, has a history of accepting refugees and has a comparable religious diversity to that of Syria according to my quick research. I wonder if the four nations (France, UK, Syria and Jordan) could come up with strategies that might spare rebel lives and re-establish peace in Syria. It is a lot to ask, and I do so out of concern. Perhaps no gulf state wishes to accept Syrian rebels into their borders? Perhaps they could in that case, accept them to their prisons? I suggest that this be considered in order to take pressure off an extremely tense and volatile region which is in dire need of alleviation.
