To the people of Ukraine… I send a blessing over you all. May the agreement at Minsk, prevail in preventing military actions against your people. May military restraint remain the noblest act… for you in this worrisome time for you; and may you find reward from it and protection. Peace be with you. And may your country be able to make needed reforms without any further hindrances, in the interest of great, honest, development and great gains as a more sovereign nation with your democratic challenges ahead.
